What is a web concept? Roughly, it is the term we use to describe the experience of - and the controlling idea behind - a web-site. "Online bank" is a concept. "Police department on the web" is another. The concept results from both the goals and the user's needs, and it determines much of design and development.

A concept describes the user's experience of a web-site ("What the site should be for the user") and what reason the user shall have to visit the site. Concept development can be purchased as a professional service, or you can do it yourself. The process described above leads to a raw concept with some accompanying ideas. Once this is in place, you should make a more extensive concept description and/or a sketch for the web-site's front page. You can present this to a small user group. Do not assume something works in practice until you have tested it with real users.
